What is the CARVER Target Analysis and Vulnerability Assessment Methodology?

The CARVER Target Analysis and Vulnerability Assessment Methodology is a system which uses specific procedures, that are both qualitative and quantitative in nature, to interpret and determine the Probability of Attack (Pa) from an adversary against critical infrastructure assets and/or key resources. 

CARVER distinguished itself as an offensive target assessment tool, originally developed for use by the U.S. military and the Intelligence Community for evaluating the vulnerabilities of enemy assets and determining how best to exploit those vulnerabilities to attack a target.  It utilizes a numerical ranking matrix to identify vulnerable components of an infrastructure.  Each asset is assigned a numerical value between 1-5 (5 being the most severe) which is then measured against other assets.

This online course offers a high-level overview of the CARVER Target Analysis and Vulnerability Assessment Methodology. Designed as an abbreviated version of the intensive three-day CARVER course, it’s ideal for those new to the methodology or professionals who need a general understanding without diving into detailed application.

Leo "The Godfather of CARVER" Labaj

Mr. Leo Labaj has over 40 years of government and commercial experience, Mr. Labaj is a veteran of the U.S. Navy, the Air National Guard and the Central Intelligence Agency. He has managed research and development programs and applied science projects for the Department of Defense, the Department of Energy, the Intelligence Community, and federal, state and local law enforcement agencies. While at the CIA, Mr. Labaj developed and implemented the Defense Against Terrorism Survey, a vulnerability assessment methodology used to assess security at borders, high threat residences and facilities and over 100 international airports. Mr. Labaj also served on the Federal Aviation Administration's Blue Ribbon Panel on Airport Security and Vulnerability Assessment, and implemented and managed the FAA's National Safe Skies Team Security Screening Test Bed. He has also served as a member of the Nuclear Emergency Search Team (NEST) Access Working Group and participated in a number of professional and technical organizations, including the Defense Department Technical Support Working Group, the American Defense Preparedness Association, the International Association of Bomb Technicians and Investigators, and the Joint Service Small Arms Program. Mr. Labaj is certified in numerous Vulnerability Assessment Methodologies such as RAM‐W, RAM‐C, CARVER, American Institute of Chemical Engineers‐SVA and Asvaco Multi‐Hazard Assessment Software. Recent Vulnerability Assessments included over 30 large and small water utilities, chemical manufacture and packaging facilities, 11 US Naval Facilities and a regional all-hazards assessment for a multi city region.

 Luke Bencie

Luke Bencie has spent over two decades working within the US Intelligence Community, traveling to over 130 countries as an intelligence professional and as a certified CIA training instructor. The author of seven books on security and intelligence, he began his career as a technical operations officer at the CIA, where he was assigned to the Office of Special Activities and served as a liaison to the US Department of State’s Foreign Emergency Support Team. He later worked for Raytheon Company in the Intelligence and Information Systems Division.  Since 2010, he has successful managed the global consulting firm, Security Management International, which counts its clients as the US Department of Defense, the US Department of Justice, over two-dozen Fortune 500 security departments, as well as foreign governments.
